| Call to order by District Governor Athena Lien DTM. She welcomed everyone, especially members from the Northern and Southern parts of Taiwan. | ||
| Reading of the District Mission by Lt. Governor Education/ Training George Yen. | ||
| Roll call and certification of quorum by District Secretary Robert Tseng that 23 Excom members attended. | ||

| Approval of District Audit Committee Chair 2003~2004 – Melody Hou | ||
| A motion of Recommadation of the District Audit Committee Chair 2003-2004 – Melody Hou was moved by Athena Lien. It was seconded and approved with whole members with applause. | ||

Approval on Organize District Speakers Bureau 籌組總會講師團- District Public Relations Speaker Bureau Special Committee Chair Jack Tsai moved that the District organize a Speakers Bureau Special Committee including 9 committeemen(Athena Lien, George Yen, Dick Fu, . The motion of referring it to Committee was moved, seconded and carried with 20 votes in favour. |

| 2. | Approval on Organize Translation Committee 籌組翻譯委員會– Division F Governor Bill Lee moved that the District set up a Translation Committee including all Division Governors. The motion to refer it to Committee was moved, seconded and carried by 18 votes in favour. | |

Regulation Clear and Fair about the Division / Area / TM of the year Campaign 制定公平公開公正之年度分部分區演講會員選拔辦法 – Lt. District Governor Education/Training George Yen was move that according to HQs operation manual to select these candidates for selection committee and will email that regulation on District whole ExCom member reference. The motion was seconded and approved with whole members with applause. |

Hold a Club Home Page Design Contest舉辦分會網頁設計比賽辦法– District Internet Officer Robert Chou moved that Club Home Page Design Contest Rule. He prepared a complete written proposal for everyone (Please refer attached file No.9). It was seconded and carried with 22 votes in favour. |

Support District Champion Speaker to compete in the Inter District Speech Contest 支持派代表參加地區際盃演講比賽 – Lt. District Governor George Yen moved that subsidy the District Champion Speaker to participate the Inter District Speech Contest in USA 2004 fly ticket with short cut and the lowest cost. It was seconded and carried with 23 votes in favour. |

Compensate Plan for speakers who represent TM Association以中華民國國際演講協會名義含講師團對外演講之各種所得分配辦法 - Lt. District Governor Marketing Dick Fu move that plan allocate reward for which named TM or Speaker Bureau deliver speech outside of TM. The IPDG David Wang move that set up a special committee to study the workable regulation. The motion of referring it to Committee was moved, seconded and carried with 21 votes in favour 1 vote against. Chairwoman Athena Lien assigns the special committee including George Yen, Luisa Hsieh, Ron Chen, Jennifer Lin, Robert Tseng total six members to work out the workable regulation. |

| Spring Convention Progress Report 春季大會 – The spring convention chair Division A governor Sally Wu asked the preparation and executive unit NTOU Dr. Chuang report. NTOU will holding this spring convention in Keelung NTOU, and will cowork government sightseeing department program “螢火蟲節” to promote it. NTOU will assign special task force to dedicate this event. Ideally the ticket price will under $800NTD. Meanwhile welcome your family to join. We’ll arrange tour program for your family go out Keelung on ship. Please expect that. | ||

| 1. | Taiwan Founding Chairman official job title 台灣創始人正式職銜– Bing Bing Lin moved The Official Job Title in Toastmaster Organization should be clear and can not changed by personal even printed name card. For these past Governors, due to unify the official name District print name card for them. | |
| 2. | Division C there are two Areas over 6 Clubs each and member over 40 person – Steve Tung moved seperate two Area into four Area, due to Division C there are two Area has 6 clubs and member over 40 person that enough to spin off. | |
| 3. | Built up Chiese Club(including Maderin and Taiwanes Club) in south Taiwan – Grace Lee moved built up more Chinese Club in south Taiwan for sure set up new Chines Area in South Taiwan. | |
