Call to order
  Call to order by District Governor George Yen DTM at 15:30. He welcomed all members from island wide of Taiwan.
  Reading of the District Mission by District Governor George Yen DTM George Yen.
  Roll call and certification of quorum by District Secretary Ron Chen that 21 Excom members attended.
  Upon the adoption of the agenda. No one objected, the new agenda was adopted.
  The minutes of the previous meeting were approved as read by District Secretary
 
Approval of District Budget 2004-2005   DT. Nazarena Hsieh, CTM
  Annual budget is almost same as last year term as attached was adopted.
  The NT$100 subsidy for every trainee of club officers’ training twice per year. Other training, meeting or workshop needs to apply in advance.
 

District Governor ----  DG. George Yen, DTM

  District 67 finished the first year as a full district with the achievement of Select Distinguished District and ranked 10 in the world. The Goal of this year is to achieve President Distinguished District and move up toward to Top 3.
  Educational achievement 2003-2004; 58ATMs 178CTMs. Creating more leaders and should be able to break 100 clubs are important district goal this year.
  A judge training will hold on September by District.

Lt. Governor Education & Training  ATM-S、CL   Dick Fu
  More than 75% Clubs 4 officers and up joined the Club Officers Training.
 
Lt. Governor Marketing      LtGM. Steve Tung, DTM
  Up to now, District 67 have 6 Divisions 22 Areas and 89 Clubs among 75 Districts in the world.
  District charter more clubs continously. Besides, will assign specialists and coach to rescue those clubs that members below eight and twelve.
 
IP District Governor ---- IPDG. Athena Lien, DTM
  To wish have outstanding achievement for this year with currently heritage and strong foundation. And look at 80 up score for High Performance Plan.
  Leaders are not only devoted yourself to the affairs of Club / Area / Division / District but also make the consideration about the personal growth and goal.
 
District PR Officer ---- DPR. Sally Wu, ATMS
  To consolidate members is the must essential to better and healthier club.
  It's a very meaningful to celebrate club's anniversary, also could prompt club by activities in the meantime.
 
District Internet Officer ---- Dio. Robert Chou
  We 91 clubs, 16 clubs without website, 14 clubs' website not in district's frame, and  33 clubs not update web's information frequently.
  The goal of this year for Internet are built up E Mailing group and hold the competetion of website design and maintenance continuously.
 
Division / Area Governor Reports.

  The plan to support new charter club and to rescue those weakness club to survive.
 
2004 Fall Convention Committee   AG-D2G Homer Chang, ATMB
  Division D is in prepareing to hold Fall Convention 2004 combined with sightseeing programs on Nov.13-14 at Tai-Nan University.
 

2005 Spring Convention Committee ---- DG-E Jack Tsai, ATMS

  Division E will holding Spring Convention 2005 on Apr. 23-24 at Tao-Yuan. To prompt Toastmasters with the greatest exertion on that occasion.
 

Approval of Number of Contestants   DG. George Yen, DTM

  There are two conteatants from Division A to E for each contest at Fall / Spring Convention, and Division F will hold separated contest for convention.
 

Translation Committee ---- DG-F Melody Hou, CTM

  Those books were translated: 5 of The Advanced Speaking Program, some of The Successful Clunb Series, 3 of The Better Speaker Series, and Officers Handbook. Please concerned about intellectual property and logo patent to avoid to misappropriated by those members or clubs who not subordinated to TI organziation illegally.
 

ROC TM Association Subsidy Application    A substitute:DS. Ron Chen, ATMB

  District make good use of government resources to support national activities: Tina will represented district 67 to join the interdistrict speech contest and District Governor, LGET and LGM will attend the annual convention at Reno, Nevada.
 

Speakers Bureau ---- DG-E Jack Tsai, ATMS

  The strategies of Speakers Bureau are: Encourage members to join and toward the high and far vision with the bright and positive attitude internally. And share with the  idea; develop education and public relationship by business window externally.
 
Motion from the floor
  DG-E Jack Tsai, ATMS
  The title of Governor will be translate into 總監 instead of 督導 by 15 votes in favor none opposed and 6 waived.
   
  DG-F Melody Hou, CTM
  The way to handle the case of Zhang-Hua Speech Club are: Welcome them to join and be a club of Toastmasters International as first priority. And then well understand to avoid them misappropriate the TI logo patent and intellectual property illegally as secondary.
 

Announcements

  The DVD of spring convention 2004 is going to producing in next week and to accomplish this project by progress of 15 sets per day.
   
  DG. George Yen, DTM
  There are four officers registered to attend the TI annual convention currently. Please register ASAP if you are willing to join kind of activity.
   
  DG. George Yen, DTM
  A district outing activity will hold on Sep. 12. Those attendants: Governor LGET and LGM will share all with the experience of attend at TI annual convention in Aug. 18-21. And also establish the closer contact in between officers. District leaders and fellow members are welcome.
