While Harry Fong was serving as Area 7 Governor, there were only two clubs in Area 7, China TMC & Excellence TMC. He initiated the creation of Legacy Toastmasters Club and invited Frank Lee to lead the club.

In 1997, Legacy TMC was chartered. Harry Fong and Harrison Lee were registered as club Sponsors. Frank Lee served as the club President.  He was fortunate enough to have full support from his beloved wife, Josephine to serve as club VPE as well as club Mentor.  This young couples exerted tremendous effort to build the club from almost nothing.

At the end of the first year, Legacy hit the bottom - we lost many members. Harrison Lee took the position as the club President and a rescue team was formed to save Legacy. Thanks to Amy Chiu, Jenny Hsu and many other outstanding Toastmasters for their marvelous contribution to fulfilling the mission impossible. Under Harrison’s leadership and full dedication, the club not only survived but also became healthy with more than 30 members at the end of his term. The reasons why we still can appreciate such a lovely and friendly meeting environment are due to continuous effort from club officers after the successful rescue. There are more people who contribute to the success of Legacy TMC behind the scene. Hereby, we only mention the names serving as club President and Vice president of Education in previous terms:
