Today is
Mother's Day, I sincerely wishing all of the mothers have a nice day.
District
speech contest season just passed, now, is another season of Club
officer election. I like to answer some questions which are related to
the election and installation.

| A. |
Election date and deadline: 選舉日期與呈報： The elections should be held at the first club regular meeting in May. The club secretary must submit the list to WHQ immediately to get one goal in DCP. The Deadline is by June 30. 五月第一次分會例會時舉行，選後並儘速上網呈報世界總會，並在六月三十日前完成以得DCP的一分。 |

The election procedure: (According
to “Election” of President Handbook, page 44.) 選舉幹部程序：依據會長手册第 44頁分會幹部選舉篇。 |
||
| 1, |
Appoint a nominating committee of 3 active members.(IPP is chairperson.) 選舉前二週成立提名委員，由三位會員組成，並由前一任會長擔任主席。 |
||
| 2. |
Present its report to regular meeting which the election is to take
place.
選舉日向例會提出名單，如沒有提名時，則改為臨時動議方式提名。 No president may serve more than 12 consecutive months, so, annually election President may not be re-elected, but the semiannually election Club President may be re-elected. 會長任期為不超過連續十二個月。 即，規定每年改選一次的分會不能連任，但半年改選一次的分會則可再連任一次。 |

Election
procedure: |

| a. |
Accept nominations for the officer of president--- announce the
candidate(s) 提名委員向大會提出名單。(可提名多位) |
||
| b. |
Get a second from member and give a 2 min's
second speech.(For every candidate if more than 1 candidate) 附議後由提附議者進行 2分鐘的附議演說，以說明被提名者資格適任的原因。 |
||
| c. |
Ask the willing of candidate to its office and give them a 2 min's
speech. 徵詢被提者是否願意接受該職位，並請每位被提名者作 2分鐘的競選演說。 |
||
| d. |
Ask for additional nominations from the floor. If have nomination then
pass the procedure from b, c and d for each nominate. 臨時動議提名程序，如有提名時，依 b, c 程序進行。 |

| e. |
Entertain a motion to close the nomination with a second and vote. If
pass, then close the nomination. 主席提議結束提名並經附議後表決通過。 |
||
| f. |
Vote: 投票： If only one candidate, chairperson entertain a motion that permit the secretary to cast a vote for the candidate. If more than one candidate then need a secret ballot. 如只有一位被提名者，主席提議請祕書代投一票的動議再經附議及表決通過後進行。如二位或以上的被提名者時，則進行密秘投票進行。 |

Tally the votes by 2 members. 計票---二人計票員進行計票。 |

Announce the winner. If the vote is tied, the election is decided by a
flip of a coin. 宣佈當選者。如二人同票時，則由抽籖決定。 |

president of your club or the Area Governor or other district officer to
conduct the ceremony. 會長手册 (英文版) 45頁---分會幹部就職篇提到：邀請同分會的一位前會長或區總監或其他地區總會的幹部來主持典禮。 |

President Handbook, page 42, “Role of the Area Governor”- 9. Install
club officers (Upon invitation) So, your club’s past presidents, Area Governor or District Officers, can be the installation officer. The decision is after club president. In the past several years, many clubs invite incoming Area Governor to conduct the installation and outgoing Area Governor who installed the old team will discharge the old team. It is good example. 會長手册 (英文版)第 42頁的 "區總監的任務"一章提之 9：主持分會幹部就職 (如果受邀請時。) 由此看來，前會長及區總監或其他總會幹部都可以主持，由現任會長出面邀請就可以了。過去幾年，大部分的分會都請新任的區總監主持就職，而將卸任的區總監給將卸任的會長解 除職務。我認為這樣是很好的方式。 I'll like to suggest that the top three District Officers will be an honorable guest to appreciate the old team and to greet the new team officers if they are invited to attend the ceremony. It is a good leadership manner to invite the Area Governor or Division Governor to be the installation officer. It is like to give them a duty and honor as well. I believe that these Governors will pay more attention to your club then. The fact is that they will lead and serve your club in the future 1 year. Otherwise, who like to be an Area or Division Governor? 今年，我將建議總會三巨頭，如果受邀參加分會幹部交接典禮時，只當貴賓致詞，以表達對舊團隊的感激及祝賀新團隊就可。我認為，邀請區總監、部總監主持這個交接典禮的任務，等於賦給他們一種榮譽及任務，將來他們才會更盡心盡力來照顧大家，這才是領導的正確訓練及態度。否則，越來越少人有意願擔任區總監的職務了。 |
